    About twenty miles west of Santa Barbara is an easy to access shore dive within Refugio State Beach. There are two inshore reefs located at Refugio. The eastern reef is 50 yards out on the end of the cove. This reef is small but has a healthy population of kelp, senoritas, sea hares, sponges, nudibranchs, sea stars, and anemones. The western reef is further out and can be tiring. White sea bass have been seen swimming through the kelp at this reef. For scuba, the eastern reef is probably a better bet. For snorkeling however, the chance of seeing white Sea bass may sway an interested adventurer to travel out to the western reef.
