The Joseph E. Brown was built by the Southeastern Shipbuilding Corporation in Savannah, Georgia in 1943. As with other Liberty Ships, the Joseph E. Brown was built by civilians and used for transporting cargo and troops to the Allies during World War II. The ship was named for a Civil War era governor and senator of Georgia.

The ship was laid up in the Mobile Reserve fleet in 1946 and was withdrawn and scrapped in 1976. On September 29, 1977, this 500 foot Liberty Ship was scuttled to form an artificial reef site.

The ship now sits in 95 feet of water on the flat sea floor. The ship is void of her superstructure and has a 15 foot profile. This spot is about 30 miles ESE from Pensacola Pass.
